Evidence and scope
I compared two Tambourine rows and they did not match, so I will not tell you a single Tune Speed number. The direction is consistent: more Tune Speed means a shorter tune.
Tuner and Tune Speed
Open the instrument card in game and read Tune Speed there. That card beats any table.
Match Resonance to the Hz window on the Scroomdex page before you blame your timing.
The tuning-timer page is a static research note, not a working metronome or a simulation of the game clock.
